I've never had a master cylinder go bad.  Yes there are 2 holes for the brake lever clevis and this is on ALL 68-72 GM A body cars.  The top hole is for non power assit and the lower is for power assist.  What is the exact problem you are having?  Is it air in the system?  leaking fluid?  Check the rear wheel cylinder first.  That will cause a low/spongy brake pedal.

  Very interesting.  I had my 69SS396 for 11 years.  It was basically stock, including it always had the front power discs.  When I bought it and was talking to the guy who owned it before me (he was like the 4th owner and he owned it for a few years), he mentioned how he had to change the master cylinder twice.  This guy owned 3 Vette's and only drove the Chevelle once in awhile "for something different".

  I bought the car & drove it very sparingly as I restored it.  It would occasiionally sit for about a month at a time.  After I owned the car for 6 months, doggone if I didn't develop a leak in the Master Cylinder.  Changed it with a rebuilt one and spoke to a friend of mine who is big into 60's Mustangs (yeah, Fords, but the point being, the guy has been around older cars his whole life).

  Right away he said, "It's because you don't drive it enough and when the Master Cylinder sits & sits & sits, the seals take a set & become brittle and then they don't seal.  He suggested that I drive the car like at least weekly.

  Well, I didn't do that (the NE winters here in Pa can be bad with salt, etc), BUT, from themon when I wouldn't drive the car for a week, I'd still make a point to go out to the garage & step on the brake hard a couple times.

  I owned the car for 9 and a half years after that and continued to do that same very-infrequent driving pattern the whole time.

  And guess what?  NEVER had another master cylinder problem again.

     Coincidence? You decide, but it is a true story..
